Based on the UN Declaration on the Rights of Indigenous Peoples, in accordance with the right to self-identification and international consensus, the criteria for the identification of Indigenous Peoples are the following: Priority over time, with respect to the occupation and use of a specific territory. Voluntary perpetuation of cultural distinctiveness, which may include aspects of language, social organisation, religion and values. Self-identification, as well as recognition by other groups, or by state authorities, as a distinct collectivity. An experience of subjugation, marginalisation, dispossession, exclusion or discrimination, if these conditions persist discrimination.

- The capitalisation and pluralisation of "Indigenous Peoples" is used to emphasise the plurality and diversity of these peoples and their rights.
Redaktionel note
- The UN recommends that UN agencies start capitalizing Indigenous and Peoples (always with s), when the term is self standing, keeping it in lower case when used with other concepts and characteristics. (FAO, 2021).
