Based on the UN Declaration on the Rights of Indigenous Peoples, in accordance with the right to self-identification and international consensus, the criteria for the identification of Indigenous Peoples are the following: Priority over time, with respect to the occupation and use of a specific territory. Voluntary perpetuation of cultural distinctiveness, which may include aspects of language, social organisation, religion and values. Self-identification, as well as recognition by other groups, or by state authorities, as a distinct collectivity. An experience of subjugation, marginalisation, dispossession, exclusion or discrimination, if these conditions persist discrimination.
